The Special Secretariat for Public Enterprises and Entities (EGDEKO) was established by Law 3429 in 2005, to regulate the operation of public enterprises and entities in which the Greek government has a direct or indirect control through its participation in their share capital and/or the rules governing them.

In this context, the Special Secretariat monitors and assesses the overall performance of public enterprises and makes recommendations and proposals to the Interministerial Committee on Public Enterprises and Entities (DEDEKO) established by the same law 3429/05. The tasks of the Special Secretariat are mainly related to economic and operational issues as well as to strategic planning, pricing policy, incomes policy, investment policy, financing, state aid policy, employment, institutional modernization and operational restructuring.

Furthermore, since September 2008, under Law 3697/2008, the Special Secretariat is responsible to follow-up issues relating to the business plans, the budget reports, to monitor and analyse financial statements as well as to assess progress in the implementation of accounting and auditing rules by General Government Entities like Hospitals, Social Security Funds and Local Authorities.
